DPIRD works with a range of groups who have a role in responding to animal welfare issues during emergencies, to build the State’s capacity and capability to protect animals during any emergency.

Committee for Animal Welfare in Emergencies 

The Committee for Animal Welfare in Emergencies (CAWE) was established by DPIRD in February 2019, to collaborate on how the animal welfare considerations outlined in the State Support Plan – Animal Welfare in Emergencies can be practically implemented into emergency management throughout the WA.

Representation on the CAWE includes:

  • Emergency management sector organisations (operational and policy)
  • Wildlife sector
  • Commercial livestock sector
  • Equestrian sector (sport and community)
  • Companion animal welfare
  • Local government
  • Veterinary sector

The CAWE meets quarterly.

CAWE Communiqué

The CAWE Communiqué provides stakeholders with updates from DPIRD about animal welfare in emergencies. The CAWE Communiqué is distributed following CAWE meetings and is made publicly available here.

Animal Welfare Emergency Group 

Although the CAWE has no formal role during an incident/emergency response, members of the CAWE may be requested by DPIRD to join the Animal Welfare Emergency Group (AWEG) to facilitate coordinated support for animal welfare during an emergency.

The AWEG assists DPIRD in coordinating animal welfare services during an emergency where the State Support Plan – Animal Welfare in Emergencies has been engaged.

Workshops, training and networking opportunities that help WA stakeholders build capacity in keeping animals safe during emergencies can be found below.

Large Animal Rescue Training Course: 2020 CANCELLED

Due to the uncertainty surrounding COVID 19, the Western Australian Horse Council has, with regret, elected to cancel the 2020 AR3 Large Animal Rescue Training.  

The WA Horse Council, member organisation of the Committee for Animal Welfare in Emergencies (CAWE), is once again bringing the Large Animal Rescue Training Course to the State Equestrian Centre, Brigadoon in May. Local Government Animal Welfare in Emergencies workshops

The inaugural Local Government Animal Welfare in Emergencies workshops were held in August 2019. You can find out more about the workshops on the Local Government Workshop page.

Plans for further training and workshops to be held in 2020 will be considered and the department will work closely with WALGA to consider the needs of local governments. Future events will be posted on this page.
